 Organisation or association?

For the benefit of this website, we have used the term "Association" for EMA and the term "organisation" for all the actual and possible members.  Organisations that could become EMA members are professional organisations representing midwives, for the benefit of midwives.  Statutory bodies are acting primarily to protect the public and not to defend midwives and are therefore not suitable for membership of EMA.  Obviously where statutory bodies representatives are also members of a midwifery organisation/professional association, such a person could represent her professional association and therefore attend EMA meetings.  In this case, she would be a representative of her association and not her statutory body.
